Demand Gen campaign optimization

Hi everyone!

I have this DemandGen campaign active. Just one ad set with these 4 ads. (100€ daily) I know that's a low budget but I'm testing some things

Based on the spend, there would already be 2 clear winners, but lately the ads where Google has allocated less budget have been limited by policies (fintech market).

My question is, with these numbers, should I create another ad set for the "winners" and see if Google invests more in the "losers," or should I look at more data?

I do see two winners there only as the third one has a much higher cost per action while spend is similar. I'd check the sizes of the winners first and if you're missing some formats, I would add them first.

Adding more than 1 ad group with €100/day is not effective in Google IMO, I would definitely keep rotating the losers by new concepts instead of starting new ad groups (unless the USPs of the banners are completely different)

Google algo is stubborn and needs relatively more time/spend than other channels. Also, two of your "losers" have a considerably lower spend - they might get better than your actual "winners" once they gather more impressions.
